195/55R15 General Altimax Arctic Inspection Issues in PA?

When I bought my 195/55R15 General Altimax Arctic tires from Tire Rack they called me to let me know that some states are weird about passing these during inspection, particularly my state of Pennsylvania. Can anybody give me some insight on what they meant and if you had issues getting new winter tires to pass inspection? I bought new rims and had them mounted by Tire Rack as well.
