I have a feeling this is a regional thing where sunbelt states don't get the foam and snowbelt do, but is there an official confirmation? I'm in CA and the wife's car does not have them.

They removed it from mine cause it was peeling off and they didn't have another St to compare to so they lied to me and said it was supposed to be removed before being sold.

My 2014 ST I bought in California has the foam.

The first photo you posted is of a EDM Fiesta ST and the cowl itself is totally different design as well.

I am in Canada and I have them.
I don't think they will last more than a year or two. It is very flimsy looking so it might be a good idea to inspect it every time I check the oil level.

The foam is there to stop snow and ice from getting into the vents. Lots of people last winter had issues when snow/ice got into the vents and the fan wouldn't work any more making the car un-drivable in some cases.

I have a feeling the first few months they were making fiesta st's they didn't come with them. Mine was built July 2013 and it was missing the foam bits. There is a TSB around the whole snow and ice getting into vents and thus the foam bits is an after thought it seems.

Anyone want to share VINs from cars with or without the foam bits so I can check part numbers on the cowl panels? I don't see the foam bits listed anywhere.
