Heater not working?

This morning it's -20 here in southern ontario my wife was going to work and the heater system would not turn on at all?
Anybody have this happen to them?
Can't drive the car due to the windshield fogging up and freezing

Mine also came with those already installed. Maybe a few cars were missing them and that's what's causing the issue?

OK, I didn't notice the piece under the foam until i zoomed in. Mine is garaged at home, but sits outside while I'm at work and therefore I'll be asking to have mine done as well.

Mine has a build date of 08/2013 and it has the deflectors and foam.
