Pretty simple. Looking for the stock lower valance. Preferably in blue but not a deal breaker.

I'm bumping this. I have an exhaust pending and could use a valance with a cutout.

Just looking for the little colored strip at the bottom of the diffuser?

Technically both, but if an opportunity presented itself, I'd take the colored part separately and work my way to getting the black plastic upper valance.

There is a wrecked ST in a salvage lot near here. I know I looked at the rear bumper but the cover and body kit was kinda f'ed. The black part of the valance was scuffed, but pretty sure the colored piece was ok. Silver though

Check eBay. There was a Fiesta ST, in white, being parted out in the Carolinas, that I came across about 48 hours ago.
