Chirp? Yes. Spin? No. Of course, I never deactivate the traction control unless I'm "looking for adventure". And with my snow tires it felt like they ALWAYS wanted to spin.

Yes, I've gotten it quite a bit of spin. But it depends on your tires and it's mostly in places where the traction is less than perfect, like areas on the road where there's a lot of slow traffic. Summer tires do OK on warm roads, but all-season tires do have a lot less traction. I have actually gotten tire spin in third gear, but the traction available mostly depends on the road surface.

I was wondering because I used to get it in 2nd but now the car feels like it has less power and it doesn't spin in second. Unless I'm just used to the power now and the warmer weather makes better traction. I have the stock potenza's on there.

I drove my stock Potenzas today on 35 degree roads and had to pull over to check to make sure I didn't have a flat or something - they felt very odd and wanted to spin/twist a lot.

Anything under 40 and they don't do much gripping. Under 40 and wet and you better drive slow. Forget about snow.

I can chirp the tires in second, but not spin them with the stock Bridgestones on dry warm roads. On wet roads spinning them isn't hard.
